In the frozen port city of Vladivostok, South Korean intelligence agent Manager Zo becomes involved in a dangerous investigation after a human intelligence source is killed before he can protect her. The information she leaves behind points toward a criminal network operating across the Russian border, forcing Zo to follow the trail to Vladivostok. There, he discovers that the operation involves drug trafficking and the illegal movement of North Korean women. His investigation soon leads him to Chae Seon-hwa, a North Korean restaurant worker who possesses valuable information about the network and becomes a crucial source in his mission.

At the same time, North Korean State Security officer Park Geon arrives in Vladivostok to investigate a security breach involving North Korean nationals. His search brings him into conflict with Hwang Chi-seong, the North Korean consul general, whose personal interests are closely tied to the criminal operation. Park Geon’s connection to Seon-hwa makes the situation even more complicated, as the two share a painful history. While Zo attempts to protect Seon-hwa and obtain information from her, Park Geon gradually realizes that the official investigation is hiding a much darker truth.

As the two agents pursue their separate missions, they eventually discover that their real enemy is the same Russian criminal organization. Zo uncovers evidence that Hwang Chi-seong has been cooperating with the criminals and has used his position to facilitate the trafficking operation. When Seon-hwa becomes a target, Zo and Park Geon are forced to put aside their differences. Their fragile cooperation leads them to a heavily guarded compound where Seon-hwa and other women are being held. What began as a clash between North and South Korean agents turns into a desperate fight against the people responsible for exploiting them.

The conflict reaches its climax when Zo and Park Geon join forces inside the criminal compound and fight their way toward Seon-hwa. After confronting the Russian syndicate, they manage to free the captives, but the danger is far from over. Hwang Chi-seong makes one final attempt to eliminate the witnesses, leading to a deadly confrontation outside the compound. In the end, Park Geon makes a devastating sacrifice while helping Seon-hwa escape, leaving Zo to carry the weight of what happened. *Humint* closes on the uneasy bond formed between two enemies who briefly discovered that protecting human lives mattered more than the borders separating them.
